License Types with Games of Chance

  • GOC Facility – Any individual or entity other than a charitable organization or governmental subdivision with control of a facility, at which games of chance are held for 5 or more game dates per calendar year.

    License Fee: $250.00
    License Length: Licenses expire 3 years after being issued, provided that the licensee annually file a “Games of Chance (GOC) Game Operator Employer/Facility Annual Attestation” form, by December 31.

  • Game Operator Employer - A business entity (casino) who employs, supervises, and controls game operators and who is hired by a charitable organization to operate games of chance on their behalf.

    License Fee: $750.00
    License Length: Licenses expire 3 years after being issued, provided that the licensee annually file a “Games of Chance (GOC) Game Operator Employer/Facility Annual Attestation” form, by December 31.

  • Primary Game Operator - Any person involved in conducting, managing, supervising, directing, or running games of chance; including, but not limited to, gambling operation managers and assistant managers, managers and supervisors of security employees, pit bosses, shift bosses, credit executive, and cashier operations supervisors.

    License Fee: $100.00 plus a badge fee for each room where currently employed.
    License Length: Licenses expire 3 years after being issued, provided that the licensee annually file a “Games of Chance (GOC) Primary/Secondary Game Operator Annual Attestation” form, by the last day of their birth month

  • Secondary Game Operator - Any person involved in dealing, running a roulette wheel, handling chips, or providing accounting services or security functions; including any person with job functions or responsibilities that require the person to watch over, protect, handle, use, maintain, or otherwise hold responsibility over gaming cash, revenue, supplies, or devices. This includes individuals in the back office and anyone that has access to gaming systems, chips, tokens, or playing cards, or who could access or make changes to the gaming operations accounting system, player tracking system, gaming system records, or cash and accounting records.

    License Fee: $30.00 plus a badge fee for each room where currently employed.
    License Length: Licenses expire 3 years after being issued, provided that the licensee annually file a “Games of Chance (GOC) Primary/Secondary Game Operator Annual Attestation” form, by the last day of their birth month

  • Charitable Organization - Any bona fide religious, charitable, civic, veterans', fraternal, or church organization which shall have been registered with the NH Secretary of State for at least one year as a “Domestic Non-Profit Corporation” and if applicable, registered and in good standing with the NH Charitable Trusts Unit. Charitable organizations must also be tax exempt under the following IRS exempt status: 501(c) 3, 4, 7, 8, 10, or 19.

    License Fee: $50.00 (Maximum 10 game dates per year)
    License Length: 1 calendar year (January 1 - December 31)

FBI Criminal Background Checks - Game Operator Employer and Facility Applicants only

All GOC applications must be aware of the current Privacy Act Statement and include documents for a criminal background check. Fingerprints will be used to check the criminal history records of the FBI. If an applicant believes their criminal record is incorrect, and would like to request a correction, please contact the law enforcement agency that contributed the questionable information, or the FBI’s Criminal Justice Information Services Division. The procedure for making such a request can be found in Title 28 CFR§16.34 of the Code of Federal Regulations.

Applications must have one of the following options included:

State Police Portal (scheduled an appointment online)

IN-STATE APPLICANTS ONLY:

  1. Use the NH Department of Safety - Criminal Records Portal https://services.dos.nh.gov/chri/cpo/

  2. Select "Licensing of Gamer Operators" and "NH Lottery"

  3. Pay $47.00 online with a credit/debit card

  4. Submit printed confirmation email with application

OUT-OF-STATE APPLICANTS:

  1. Obtain fingerprints at any available location in the State in which you live. Livescan or inked fingerprint
    cards are acceptable. Livescan is a digital capture of fingerprint impressions with a lower rate of rejection from the FBI. Out of state Livescans are accepted only if the fingerprints are also scanned onto a card. All fingerprint cards must be filled in completely.

    1. If fingerprints are digitally captured, submit a copy of the “Applicant Livescan Site Form” and the printed fingerprint card.

    2. If fingerprints are captured via ink impressions, submit the FBI FD-258 fingerprint card issued by the NH State Police.

  2. Submit a “Criminal Records Release Authorization” Form (05/2017)

  3. Submit a check or money order payable to: State of NH-Criminal Records for the fee of $47.00.

  4. All three requirements should be submitted with the application. Failure to do so will result in the application being returned.
